Background
NHS England is leading the delivery of a national Health Store Programme, aiming to design and deliver a scalable national health store: a secure platform through which digital health applications can be accessed directly via the NHS App over the next 6–18 months. The programme builds on the momentum of local and regional digital therapeutic deployments, bringing them together under a national front door that supports equity of access, integration into care pathways, and consistency of quality across the system.
The programme directly supports the ambitions set out in the NHS 10-Year Health Plan, particularly those relating to digitally enabled prevention, self-management, and the modernisation of care delivery through innovation.
A Health Tech Advisory Board was established ahead of the formal programme setup to guide early clinical direction. In September, the Board agreed that chronic obstructive pulmonary disease (COPD) would serve as the first condition use case for the Health Store. COPD was selected to enable focused exploration of how digital therapeutics can be integrated into established clinical pathways and accessed through the NHS App in a way that supports safe, effective, and equitable care.
Delivery of the COPD use case is being developed in collaboration with the Respiratory Transformation Partnership (RTP), a national partnership focused on accelerating innovation and improving outcomes across respiratory care pathways. Health Innovation Oxford & Thames Valley (HIOTV) on behalf of the Health Innovation Network leads the RTP and is supporting NHS England on defined elements of the Health Store programme related to digital therapeutic integration within respiratory pathways. This includes contributing clinical and system leadership expertise, aligning digital therapeutics with existing respiratory service models, and supporting engagement with clinicians and system partners.
The programme is currently in a discovery phase, running until the end of January, and is focused on:
- Mapping clinical pathways and service designs for COPD
- Conducting user research on potential digital therapeutic journeys
- Evaluating existing digital therapeutic products for clinical appropriateness
- Designing and prototyping integration flows into the NHS App
- Exploring commercial models, onboarding and assurance mechanisms
- Defining success metrics and KPIs for an alpha phase
- Producing a comprehensive Discovery Report to enable transition into alpha development
Subject to approval, the alpha phase is expected to begin in February 2026 and run until July 2026. Learning from the COPD use case, supported through the RTP, will inform the future expansion of the Health Store to additional conditions and pathways. This work represents a foundational step toward the development of a national infrastructure capable of supporting the scalable adoption of evidence-based digital therapeutics.
Clinical Advisor roles
We are seeking three Clinical Advisors to provide advice and leadership across defined elements of the Health Store programme, with a particular focus on the COPD digital therapeutics use case and its integration into respiratory care pathways and the NHS App. These roles will support NHS England delivery, working in collaboration with the Respiratory Transformation Partnership (RTP), led by Health Innovation Oxford & Thames Valley (HIOTV).

Time commitment and contract
- Time commitment: Approximately 4 hours per week
- Contract length: 6 months initially, with the option to extend for a further 6 months
- Remuneration:
- Payment can be made to the employing organisation to support backfill, or
- Direct payment where the individual is self-employed
- Employer approval: Assurance will be required that the primary employer supports the individual undertaking this role
Required experience and capability
We are looking for clinicians who bring credible system leadership alongside hands-on clinical expertise. Applicants should demonstrate:
- Strong experience in COPD management across secondary, community, or primary care settings
- Understanding of digitally enabled COPD pathways, including remote monitoring, digital therapeutics, self-management tools, or virtual models of care
- Evidence of service transformation, pathway redesign, or quality improvement, ideally at regional or national level
Provide clinical guidance
- Contribute to governance meetings. The lead will offer clinical perspective, constructive challenge and co-develop actions.
- Attend Delivery Group and End of Sprint Reviews. The lead will work with the programme team and provide leadership support to shape and prioritise relevant workstream activities.
- Drive strategic change. The lead will support and advocate for relevant policy changes or drivers that could support system adoption including exploring developing potential blueprints for the pathway.
- Advice on pathway excellence: The lead will support the programme and local teams to embed best practice and efficiency into care pathways.
Share expertise
- Provide clinical insight. The lead will advise the programmeteam on clinical issues, challenges, barriers, and opportunities.
- Support The lead will shape workstream outputs and drive national, regional, and local adoption.
Support engagement
- Enhance national and regional collaboration. The lead will leverage existing networks for knowledge sharing and service improvement.
- Support engagement with local providers. The lead will support Health Innovation Networks to build relationships with local providers.
- Support establishment of peer support and mentorship opportunities. Support professionals in adopting new digital COPD practices.
- Advocate for the programme. The lead will represent and promote the programme in national, regional, and local professional forums.
Support implementation
- Support solution development. The lead will work with the programme team to develop solutions when challenges are identified in delivering objectives.
- Signpost to quality improvement initiatives. The lead will make the team aware of quality improvement initiatives being delivered nationally and internationally.
- Support local teams. The lead will be a direct source of advice to local providers who may need support to implement change.

Selection process

About the Respiratory Transformation Partnership
The Respiratory Transformation Partnership (RTP) is a unique national initiative developed by the Health Innovation Network, NHS England and the Office for Life Sciences, with industry partners. It is designed to drive whole pathway transformation in asthma and chronic obstructive pulmonary disease (COPD) care, creating a new model of joint transformation delivery. It will bring policy, commissioning, innovation and frontline adoption together under one programme.
